Comprehensive analysis of management components for the implementation of a private terminal in Honduras

The Terminals of Attention to Private Flights are approached as a concept similar to FBO (fixed based operators) and the laws that could regulate them at international level are analyzed: of the International Civil Aviation Organization (ICAO), Federal Aviation Administration (FAA), and Civil Aviation Regulations (RAC) in Honduras. The main legal, marketing, operational, and economic elements to implement an FBO in Honduras are identified through interviews with experts in the Civil Aeronautical field, bibliographic review, field verification, international benchmarking and research experience. It is concluded that there are no documents, both from ICAO, FAA or national RAC, that refer specifically to FBOs, but that several Annexes and regulations related to airports with commercial operation could be applied on a smaller scale in this type of business. It is suggested that an FBO be developed at the Juan Manuel Gálvez Airport, Roatán, currently certified by the Honduran Civil Aviation Agency based on international standards, considering that Roatán Island has tourist attractions for high purchasing power market segments that would like to use an FBO. It is considered that the application of this information can be used as a guide for the implementation of an FBO in Honduras, and will serve as a documented prototype for new projects in the country. This information can be used to carry out a specific RAC proposal for FBO.
