Abstract

The Observatory of Environmental Education of Risaralda - OEAR - is based on complexity, also contemplates the notion of sustainable development and human development as strategies to evaluate the mechanisms to improve the quality of life and its impact on the environment. In this framework of ideas, the Observatory as a space for dialogue is a proposal that seeks to promote a constructive meeting that strengthens the understanding of the territory as a place of cultural identity and which in turn encourages reflection on the transformations that generate in it. OEAR is a tool that allows the democratization of information in the field of environmental education and related public policies, as it integrates indicators of multiple dimensions of development, resources and themes of environmental management, aligned with the principles of Agenda XXI in chapter 40 “Information for decision-making, which emphasizes that each person is both user and bearer of information, which includes data and the appropriate set of experiences and knowledge.” This proposal is methodologically based on the systematization of information generated by the actors involved and their institutional commitments; later, the content and structure of the observatory were formalized, consolidating some indicators that account for the generation of environmental information by the actors of the system.
