Joint methodological training program for decision making in the management process of educational cadres in Nuevitas, Cuba

Abstract

The objective of this research is to design a joint methodological training program aimed at strengthening sound decision making by cadres in Cuba, based on the norms of the Cadres Policy. Theoretical methods analysis-synthesis and induction-deduction were used for the systematization of information related to decision-making in the management process of cadres. Interview techniques of open and closed questions were applied, which allowed us to diagnose in depth the deficiencies and individual potentialities of the 14 cadres used as samples and population, as well as the review of documents on the functioning of the educational institutions and commissions of municipal cadres; in which the lack of preparation, inadequate modes of action and incorrect decision making of the management structures and the selection of non-objective reserves of positions were detected, influencing the adequate conduction of the management process in the educational centers. These deficiencies mentioned above have a negative influence on the fulfillment of the requirements for the adequate conduction and follow-up of the current III Educational Improvement, where the cadres must be creative, reflexive and open for decision making. The application of the joint methodological training program for the correct decision making in the management process of the cadres, as part of their preparation in the management line, develops thematic of theoretical and practical forms, of aspects lacking in the professional performance of the cadres.
