Abstract

The analysis of the process of formulating educational public policies from methodological proposal of constructivism approach based on the contributions of Niklas Luhmann’s theory of social systems is a rarely explored technique in El Salvador and Latin America. Analysis exercises like this can help the understanding of the formulation processes already concluded, also it is an opportunity of improvement for future processes. In addition, they allow the modeling of interactions, relationships, operations, distinction codes and the place taken by each element in society regarding the political, economical and legal systems. In this model people only interact with the process of formulating a public educational policy through the roles they take in any of the interacting entities.
