Abstract

In many countries, affordable non-state schools (ANSS) offer important options for education access for low-income families in insecure settings. In El Salvador, the private education sector, including subsidized schools, covers 21.4% of total school enrollment and 57% of these private institutions charge less than US$ 30 a month in fees; many ANSS are also located in municipalities in the country with greater insecurity. Nonetheless, this is a sector that is little-studied or understood in the shadow of the elite private schools. This essay proposes that the ANSS sector occupies an important, but unrecognized space in education access. For the families in this study, the sense of security, positive environments and close follow-up by teachers motivate them to choose ANSS, through their constitutional right to school choice even though the right to education is a public commitment.
