This work has made use of the descriptive method and it is assumed that this is a qualitative work with national territorial delimitation and longitudinal temporal delimitation. The result of this work was to verify that the PWS-funded in public prices and quasi-fiscal regime administered by the National Environment Fund, is an efficient environmental management model for national water resources so it should promote its application from an environmental and fiscal policy.
