The survey data were taken from a sample of approximately 4% of Empadronamiento Agricultural Sector (SEA) of the departments and municipalities. The forms of ownership for our country is still the Achilles heel of the productive and public safety, posing a risk to each holder of land or even the state itself, however, the security of tenure of land is one of the pillars to achieve productivity and growth. It is essential to establish measures that contribute to system and legalization of lands and other properties. Significantly implement social participation in this aspect through community, municipal, departmental and national actions.
