The following document presents some of the results of the investigation "Externalities, environmental and economic policy in Nicaragua" component of the doctoral thesis "Bioeconomic model to determine the tourism carrying capacity in fragile ecosystems". There was held a documentary analysis, having as sources official documents, specialized scientific publications and a recognition site for some coastal areas of Nicaragua. In that order economic goods were examined under various theoretical approaches, as the ones supported by Robbins, Samuelson, Musgrave and Ostrom. It was established that in spite of the conceptual evolution of public goods and private goods, major differences persist in their empirical and positive expression due to the dynamic change in the valuation of the means in the light of new purposes, as in the coastal areas of Nicaragua to the tourism boom and the importance that are becoming common goods and the emerging global goods.
