Abstract

The essay addresses the question of how to analyze the relationship between the use of information technologies and communication with respect to water resources. It is argued that developing countries like Nicaragua are more likely to investigate the type of DUI mode of innovation in the context of vulnerable groups living in rural areas. It was found that some innovations already identified are more of the frugal innovation type and, in this sense, are more suitable for vulnerable groups. In this case, it is concluded that the technological structural agreement and the institutional social agreement coexist and must be taken into account when analyzing innovations with regard to water resources and what is more important to capture the tacit knowledge that water users provide through the use of information and communication technology devices.
