Rehabilitation Medicine: historical information and regulatory framework in Honduras

Throughout the history of mankind the concept of persons with disabilities has evolved .from ends of considering them mythical beings to people subject to rejection. It is from the XVII century there is a more humanitarian concept of persons with disabilities, through the creation of centers such as nursing homes and schools for blind people. As a result of the two world wars, there was an increased number of people with disabilities, favoring the creation of international policies for the protection and supporting of persons with disabilities. The beginnings of rehabilitation in Honduras took place early at the XX century with the creation of schools for the deaf and blind, and the creation at mid-century of the first rehabilitation center with trained personnel. The greatest development of the area of rehabilitation occurred at the end of XX Century and beginning of XXI Century. Honduras as part of the Organization of American States and United Nations, has adopted their conventions and international treaties, creating its own legal framework for the rights of this population during the80s.This legal framework requires continual revision and adaptation to international policies as well as to develop actions of social scrutiny for its correct application and update. It is necessary to promote research and the adoption of policies based on evidence to strengthen the institutional capacity of response for the benefit of the Honduran population with disabilities.
