Strategic Police Facing Future Crisis and the Paradoxes of the State in the Reconstruction of Its Authority

The police prototype and its relation to scenarios of uncertainty that are susceptible to violence are the main focus of this study. As the police are traditionally one of the State’s most visible and strategic groups, discussion centers around whether the required competencies and capacities have been in place to construct the State from the bottom up. More importantly, it examines the profile of the police that is required to manage crisis, adequately exert authority and other extraordinary events that can pose serious challenges to governance; such as, the probability of large urban concentrations becoming chaotic areas, where the sovereignty of the State has not only become eroded, but openly challenged, where the tendency toward social desintegration and national fragmentation would be fostered. To this end, the prototype police would need to be provided with preparation based on strategic versatility, proactive work methodologies, and intelligent processing of risk. These are all indispensible competencies to move from a mentality based on the fringe context to another with global connotations.
