Maturity in the private security sector in Spain: Analysis of its legislative evolution

Abstract

This article analyzes the legal evolution of the private security sector in Spain over the last twenty years. First, it analyzes the origin of the 1992 law governing private security, evaluating the social context and the reasons that gave rise to the need for legislation on this matter. Next, it assesses the social context and evolution of the sector during the subsequent 20 years to evaluate the new Private Security Act of 2014.

This comparison makes it possible to identify the philosophy that inspired each of these regulations, and to describe the place that the private security sector occupies in managing citizen security in Spain.

Doctora en Derecho y Criminología. Ha sido profesora de Criminología en la Universidad de Castilla-La Mancha y presidenta de la Sociedad Española de Investigación Criminológica. Autora de diversas publicaciones sobre seguridad, crimen organizado y terrorismo, entre ellas la coautoría del libro Crimen.org; ha colaborado con el Centro Nacional de Investigaciones Científicas de Francia, el Instituto Transcrime de Italia, el Centro Superior de Estudios de la Defensa Nacional de España, el Instituto de Seguridad Pública de Cataluña y el Gabinete de Estudios de Seguridad Interior del Ministerio del Interior, España.
