It is essential to take stock of the current situation of strategic and Foresight studies in El Salvador through critical and performance analysis in order to design programs conducive to the development of Foresight think tanks and other institutional initiatives of advanced thinking. This is based on the legacy and projections of two significant public sector experiences as the appropriate basic methodology. Logically a thorough examination includes researcher profiles, highly specialized elite publications and their potential contribution and impact on institutional, strategic and structural levels and dimensions. With corresponding limitations, the key approach concerns the challenge of mobilizing this type of research, a process that simultaneously generates a strategic state culture, stimulates ad hoc professional profiles for critical decision areas, and ultimately leads to educational platforms for high-level preparation related to national security matters.
