Emergence and proliferation of private security companies in El Salvador

El Salvador has been impacted by political instability and socioeconomic turmoil in a perfect environment for organized crime amidst the pacification and democratization of the country after a bloody internal conflict. This essay focuses on private security through a descriptive analysis of the factors that influence its development and implications for governance and governability in the country. Analysis of security as a common good, factors that influence the use of private security, and inter-institutional relations of private security and police require appropriate regulation in accordance with the factors mentioned above. When considering security as a common good, observance of fundamental rights is mandatory and forms the basis of legitimacy of government action.
