The author makes a detailed study of the economic situation in the country. The study concludes that both structural adjustment programmes and economic stabilization programmes have failed to lay the foundations for sustained economic growth. It therefore proposes that development plans be drawn up, based on the needs of the various economic and social sectors, with broad participation and consultation of the sectors concerned.
