Abstract

In the framework of the autonomy process initiated in the Caribbean Coast of Nicaragua, the topic related to natural resources and their use is not new, but it is very topical.  Due to its complexity and difficulty of approach, this topic was present during the discussion process of the Autonomy Statute.  After the Statute was approved, when a series of discussions and works aimed at its regulation were carried out, this issue once again emerged with force. It was a matter of determining at least three aspects: the State's policy with respect to the natural resources existing in our Caribbean, the benefits and beneficiaries derived from its application, and the actors in the process of formulating and defining said policy.  These aspects were addressed in a policy proposal drafted in 1988 within the framework of the autonomy process.
