Abstract

Natural disasters are sensitive subjects in terms of local development, since these, depending on the magnitude of the damages caused, it can prevent and reverse urban growth, most of all, in those places where there’s no prevention or mitigation plan of enviromental risks, also, in the places where there’s no budget for post disaster rehabilitation despite having knowledge of the social and enviromental characteristics that surrounds them. The impact of a natural threat will depend on the vulnerability and risks to which human settlements might be exposed to.

The study is explorative, quantitative, retrospective and transversal. The techniques that were applied are non participative observation, poll, documental review and the instruments were observation guide, questionnaire and documental revision guide.
The target population of the investigation was conformed by 146 home community chiefs of San Luis, San Luis 2 and El Milagro from Talnique municipality of the department of La Libertad. It has been shown that the municipality along with the comunities are at high risk of geotechnical, seismic and hidrological events due to extreme poverty conditions.
