The study addresses the participation of people with physical motor disabilities in the teaching-learning process of Salvadoran Higher Education, solely from the influence of the scope of educational policies, teacher training and educability. This documentary review shows that the form of evaluation present in educational systems - determines the scope of educational policies in a structural way; in addition to the need to conceive teacher training from models of inclusion and the importance of educability from educational policies to social policies. Therefore, it is proposed to carry out participatory actions that change the vision of education in order to achieve an adequate participation of this group. In this sense, these actions should include the creation of technical and soft skills in the training of future teaching professionals, and develop inclusive attitudes towards physical motor disability; being necessary to update the curricular meshes of the educational programs.
