Fundamental rights and COVID-19. Some reflections about the first global health emergency of the 21st century

Humanity faces the first pandemic of the twenty-first century. In a short time, COVID-19 has put the health systems of the world into check, causing the social, economic and even political life of communities to pause. The objective of this document is to reflect on some measures that the governments have taken to face the pandemic, in view of the fundamental rights inside the democratic States, examining the differentiated impacts that the above mentioned measurements have in vulnerable sectors; from the review specializing literature and of texts of conjuncture signed by authors of recognized prestige which ideas help to think the problem from different perspectives; also, for the integration of this work, there were consulted the different dispositions of the multilateral organisms on the subject of fundamental rights.
