Proposal of a model for the comparative analysis of the implementation of national risk management policies in Central American countries

Abstract

This article presents a comparative analysis of the national risk management policies (PNGR) of Central American countries. To this end, it identifies the factors that contribute to reducing the implementation gap or deficit of a public policy through a conceptual model comprising five elements: laws and regulations, objectives, target groups, public intervention instruments, and bureaucracy. Based on this model, three indices—implementation, social change, and structuring—are constructed and used for the comparative study of the policies. The input data for the model consists of the set of formal legal acts from each country (laws, decrees, regulations, framework or guiding documents, among others) that result from the process of formulating and designing a public policy. Finally, a method is presented for making adjustments to a public policy to enable implementation that more closely aligns with the original plan.
