Abstract

El Salvador is experiencing a new style of governance, made possible by the incompetence and corruption of post-war governments. So far, the government’s plans and strategic priorities remain unknown. Changes in the way power is exercised show signs of an autocratic government that is well-received by the majority of the population. Its determination to win a majority of congressional seats and mayoral offices at any cost in the 2021 elections, coupled with its pursuit of unconditional support from the Armed Forces and the Police, points toward authoritarianism. The signals it has sent also reveal a commitment to neoliberalism—a “diplomacy of the dollar”—that simultaneously enables submission to the United States and the acceptance of handouts from the Chinese government. The population has shown signs that its support is not unconditional at this time, and everything will depend on whether promises and hopes become realities so that this support does not, once again, turn into collective disappointment.
