Abstract

In El Salvador, for several years now, there has been a practice of using government funds to purchase private health insurance for officials and employees of certain public institutions. This practice is becoming commonplace, and until a few months ago, no one had questioned it. On the contrary, this custom is viewed favorably in the public consciousness, as it is believed to benefit those who serve the country. But what lies behind this social perception? Is this practice ethically acceptable? From a human rights perspective, does this practice promote respect for human rights, as some believe, or does it violate the rights of others? This reflection aims to address these points. Let us begin with a situational overview of the health care system in this Central American country.
