The Five-Year Plan 2010-2014 presented by the Government of President Mauricio Funes, argues that, since the beginning of the post-war period, our country has registered high levels of violence and insecurity, and for this reason it has been considered one of the most violent countries in the world. the region; their homicide rates exceeded 50 homicides per hundred thousand inhabitants. These figures generate insecurity in the citizenry and become one of the main problems facing the country. The aforementioned Five-Year Plan identifies the following as the main lines of action, in terms of control and repression of crime, which are described below: a) Combat frontally the criminality in all its expressions and, especially, the crimes that most affect the citizenship ; b) Reduce impunity by strengthening the institutions of the justice sector responsible for the investigation of criminal acts and by improving inter-institutional coordination; c) Modernize and professionalize the National Civil Police (PNC) in its functions of control and repression (management, deterrence, criminal investigation and intelligence).
