Universities face a new configuration of the international order in the field of countries and institutions. Innovative production models boost science and technology. The borders are disappearing and transforming the economic values, besides observing a vertiginous growth of the information and knowledge. All of the above confronts universities with a new demand, prepare themselves, create a culture for internationalization; and its demands: language and advanced technology. Even when the importance of internationalization and cooperation is recognized, it requires plans, actions and budget for its execution. However, the culture of internationalization must also be developed through a model that integrates the will, the capacity and the identity.
