The Spanish economist Andrés Sanz came to the country to close the diploma in fiscal policy that the Faculty of Postgraduate Studies and Masters, in coordination with the National Development Foundation (FUNDE), carried out for three months. Sanz is the current director of programs of the Institute of Fiscal Studies of Spain, an entity subscribed to the government of that nation and from which concrete proposals are born to create and put into practice fiscal public policies. This Spanish economist does not hesitate to say that the proper functioning of fiscal policy in a given country has to be based on research, that is why it is necessary to create instances aimed at this and thereby unite the academy with the public administration. Through research, mechanisms for improvement in the creation of public policies in the country can be proposed. These mechanisms will have to aim to create propitious spaces in which the information is made available to citizens. Similarly, it establishes that transparency in the management of public finances must be a form of the normal behavior of public institutions.
