New public management, a contemporary paradigm for government administration

The results of public management, in terms of budget efficiency and effectiveness, in terms of satisfying the needs and expectations of users of public institutions, through the suitability in the appointment of its directors, the formation of their bodies and of its commitment to manage the institutions.
The recent change of government constitutes a relevant fact, in terms of the way of doing public policy and conceiving the relationship that exists between the rulers and the governed, which invites us to reflect, from the academy, on the dominant models of public administration. , of the positive role of the State in society, of the cross-control of the democratic exercise of power and of the transparent management of collective resources.
Until recently, at least in many of our Latin American countries, it was considered "surreptitiously" that the functions of the State were mostly administrative and not a regulator of market imperfections, controlling the economic externalities of the system, compensating of the conditions of inequality observed in the distribution of income and wealth in society, although it was accepted, reluctantly, that it had some responsibility with the promotion of development and the common good.
