The national research agenda must be planned by the competent State entities, through a national strategic plan that links the education sector and the productive sector.
The strategic plan of higher education institutions should be in accordance with the national plan. A national agenda would allow for a platform that measures the impact and transcendence of its actions.
Some of the institutions of higher education, whether public or private, have shown their work in research. On many occasions with limited resources and no cadres trained for research. These institutions have their lines and very few of them work with an agenda.
The infrastructure for research is weak. This results in isolated efforts that contribute very little to solving the problems and needs faced by the population, the productive sector and the governmental sector in El Salvador.
