Abstract

The Salvadoran society was immersed in the second half of 2003 in the discussion about the so-called problem of gangs or youth gangs. The attention to this subject hoarded important spaces of the political life and of the mass media in the country. The Plan Mano Dura was an effort of police targeting in sectors affected by the activity of gangs or gangs, whose purpose is the detection and mass capture of members of these organizations.
