Abstract

This article is the review of an investigation that will be published by the Technological University of El Salvador, UTEC, this year. It systematizes the theoretical development of the last decades in terms of public management, whose design and execution responds to the priority needs of the imaginary collective from the scope of action of public institutions, in such a way that its intervention in the social organization for Settling collective deficiencies is appreciated by the citizens in general and by the users of these in particular.
The design of the plans, programs, projects and external products will be better aligned to the collective needs as citizens and users have the public spaces that allow them to express what are the urgent collective needs that require policy solutions.
