Abstract

From the beginning, the United Nations (UN) has clearly expressed its great concern regarding the treatment of prisoners in all types of institutions. The historical experience and the scientific studies carried out by professional experts in prison matters, criminal lawyers, criminologists, psychologists, sociologists and penitentiaries, have shaped the policies and conventions emanating from the United Nations.
All this work has allowed to put special interest in prison issues and the situation regarding the handling of those who transgress criminal laws. All this is logical because the creation of the UN continues to be the rule of reason, justice and law within the framework of the consequences of the devastating world war that has just ended.
