Abstract

In recent years, San Salvador has been affected by an uncontrollable urban crisis, aggravated by the lack of a plan for urban development planned by institutions related to the industry. Another very important factor in this crisis has been the high population index that currently inhabits this municipality and its surroundings, promoted by rural and urban migrations; as well as the high birth rates that also affect the social and economic development of middle and low income families that demand housing solutions.
During the period from 1933 to 1980 the State was in charge of managing the housing market, that is, it was who regulated through different institutions the technical, constructive and financing aspects thereof, all under a protection scheme to the low and middle income groups of the population. The private company was regulated by the State, which set the prices of housing offers and interest rates on financing.
