Public security in El Salvador has been, throughout the history of the country, a function of the central administration more properly of the Government, as the people call it, whose attribution derives from the power that holds the power of the State.
The legitimacy of such an exercise has been irrelevant as to the validity of its origin since, by its very nature, it is a tutelary function of the good order that the times demanded, according to the different governments and according to the diverse dominant interests, without the governed they had the immunity to claim a greater or better service, or, a different service of individual and collective protection.
