There is not research in this country, neither in the universities, nor in the government, much less in private enterprise. There are no funds for research and development, the relationship between private companies and universities does not exist. The flow of people is not used, nor is it promoted or estimated.
In Cuba is the city of inventors, where the invention is stimulated or something is discovered, promoted. Here we have no incentive system for invention.
On the subject of technological innovation, an external investment must be made.
I do not want to bet or make disproportionately grow the maquila, buttons, which leaves very little, only employment, which is also positive, but that does not transfer more technology.
It must also bet on attracting the highest quality investments, with the greatest use of technology that leaves its roots in the country
