Abstract

This research managed the strengthening of science, technology and innovation of online programs in a Colombian higher education institution (HEI), by applying Scientometric, altmetric, cybermetric, webometric, informatics, and bibliometric strategies in research, science, technology and innovation.
This allowed managing to incorporate investigative processes structuring R & D + i in the daily dynamics of the institution.
These were applied to the current resources of both the physical and the technological infrastructure as well as to their human resources, resulting in scientific communities of interest that promote the consolidation of knowledge base researchers which articulate formative research along with applied research, thus encouraging future experimentation scenarios.
The methodology used in this research is the quantitative-exploratory descriptive approach.
The investigation began by exploring the participants in the process which involved people, institutional and government policies.
Then it proceeded to interpret the results on the identification of actors in the Administrative Department of Science, Technology and Innovation of Colombia (Colciencias, given its Spanish acronym).
Among other elements, the purpose was to identify the properties, characteristics and profiles of people with a resume showing experience in research— even if not a strong one. Indicators for each tool in the short, medium and long term were designed.
For the case Uniminuto Virtual y a Distancia Colombia— Online and Long Distance Uniminuto Colombia-- the findings from 2017 and 2018 reflect an increase in the results, which are proportional to the application of cohesion rates with the employment of synthesized indicators based on the recognition model of the country, and a specific view for the strengthening of a scientific culture suitable to the environment in which the HEI develops.
