As the First World Conference on Higher Education, held in Paris in 1998, welcomed the social relevance of the University, it means that the University is at the service of all sectors of society, not only for a selective group of people, professionals, companies or workers, but that it is inclusive for all, in a broad sense. Likewise, it implies its commitment to know the needs of the context in which it is immersed, so that its function corresponds to the needs of all sectors, but especially of the most disadvantaged sectors.
