Planning elements of Mexico's 2018-2019 tourism sector policies based on international recommendations

Abstract

Public policy defines its priorities based on social requirements and demands. The planning of public policies in the tourism sector of the current administration considers as elements: Regional integration by mean of social inclusion and development, economic distribution and sustainability. Meanwhile, The Organization of Cooperation and Economic Development recommends focus on improving tourism performance, competitiveness and innovation, through the evaluation of sector policies in Mexico. The main objective of this study is to analyze the planning elements of sectorial tourism policies considering the recommendations of international agencies such as the OECD, among others. The first part consists of analysis of sectorial public policies that integrated strategies of regionalization and market diversification. The second one analyzes the current tourism model based on a social and inclusive sense, in order to integrate benefits to local communities. The third part reviews the implementation of the recommendations issued by OECD and other organizations to increase the competitiveness of the sector in the period 2018-2019. Tourism competitiveness currently reflected in economic indicators, and the tourist influx, omitting impact elements such as ecological, cultural and social, outside of policies and sectorial programs, as well as international recommendations.
