Nicaraguan history is marked by years of wars, dictatorships, revolutions and social upheavals, which, even in times of peace, have not allowed for the consolidation of a system of legal security in crime prevention, nor have they allowed for the tracing of a route in search of its modernization; at present, a system still persists without the possibility of formulating or evaluating public policies aimed at crime prevention, the study of the offender, delinquency, its causes and the treatment of the victim.
