Abstract

Since the September 11,2001 attacks on the Twin Towers, the world. Therefore, the United States of America declared war against terrorists, especially Al Qaeda, where the organization was installed as a state, controlled the area. They collected housing rights and sold drugs to fund their activities and military training. In a new fertile ground for their activities. In addition to the terrorists, the criminal organizations of the Americas took advantage of the scant surveillance, passing through this region their goods with final destination in Europe, the surveillance of the borders of United States- Mexico multiplied; the most important is the profit left by the new cocaine route, known as Route A-10. Drug barons operate with terrorists. I will use a comparative method to show the hypothesis about the countries with less education and young people with fewer jobs are more likely to introduce into organized crime and terrorism than countries with a stable level of educations like Senegal. The countries with the highest rates of corruption are the countries with the lowest rates of public policy. Our research will create knowledge about the situation in Mali and similar countries.
