The need to create public policies that address the digital divide in Higher Education and the interference of citizen participation in its design in the metropolitan area of Monterrey

The purpose of this research is to address the problem of social inequality existing in digital environments, with the aim of establishing the importance of creating public policies in education where citizen participate, focusing on addressing, according to their experience, the digital divide in the metropolitan area of Monterrey. The foregoing based on the existing divergence for use and access to technologies by metropolitan citizens that allows them to develop in all areas. The present work is carried out seeking to establish that the digital divide is the main cause of precarious learning in the digital field and to verify the need to create public policies where there is active citizen participation that address the digital divide. The methodology used was qualitative and consisted of interviewing experts in citizen participation, public policies, and education. Subsequently, the analysis of the results was carried out and some concrete conclusions were established that the need to create public policies that provide tools to reduce the digital divide with the active interference of citizens.
