Abstract

Analyzing the concept of human development involves reviewing some theoretical contributions to help understand its meaning and dimension in a world marked by high rates of poverty, exclusion, marginalization and intolerance.

Neoliberal public policies, assign little or no attention to the solution of problems arising from educational backwardness and many others that that impeding the improvement of the necessary conditions for the human, social and cultural development of peoples. Analyze the development involves understanding complex challenges and enunciate the structural changes required by our countries in the area of economic, social and cultural policies.
