Abstract

This article explains the legal nature of human rights, including the human right to peace and it remembers the long way that these had to go to become recognized by the States. Points out that the opposition to the human right to peace is based in the same reason that opposed in the past to positivize the human rights of fi rst and second generation, which is fundamented in the fact that every human right limits the power of the State. It concludes by affirming that in order to make possible the promulgation of the human right to peace it is required a constant and intensive promotion of a culture peace of in the world.
