Abstract

Roberto Cuéllar dramatically states the magnitude of criminal violence in our region. Comparatively, it is more serious than the war 20 years ago. He puts human rights education at the center of the preventive measures for child, youth and democracy protection. But also, it is important the formation of honest and efficient police forces, determined prosecutors, honest judges, sufficient resources and support of the State.
