The reflections built through every paragraph of this paper try to answer different questions concerning the many and varied jurisdictional tensions that involve the subject in analysis. Indeed, there are some complex situations (serious episodes that typifies these crimes) affecting the full operativity of international human rights norms, whose sanction is abided by the circumstances of the punitive system.
