The principle of net neutrality

A recent debate regarding the principle of Net Neutrality (NN) and Open Internet has raised various concerns and positions worldwide, being an issue that impacts society. In a nutshell, this article aims to provide the reader an insight of the NN debate, since its early beginning in the United States and Court’s decisions in that country regarding NN, identify the stakeholders related to the issue, the absence of a definition of what is NN, the vast debate worldwide in regions such as the European Union and Latin America and the diverse approaches to the issue; some countries have decided to legislate, another country leaders on the basis of the telecommunications market peculiarities have declared the possibility of allowing a two speed internet; and in the other hand, some countries have decided that regulation on NN is not necessary. To conclude this paper, it will be analyzed if the Nicaraguan regulatory framework supports an Open Internet.Downloads
