Abstract

In contemporary democracies, the conquest of power and the struggle for survival it tends to be increasingly intense and volatile; Product largely by s ability and judgment of Citizenship on public affairs. Therefore, we face an intensity in the dramatization of power in a context in which it is Citizenship is increasingly critical but individualist. Citizenship increasingly demanding on capacity and management decision maker, but absent in their relationship with the Public Affairs. The present article contributes to the generation of theoretical reflection on alternating Policy as an expression of pluralism since the theory of democracy, as well as objective conditions that facilitate its development, rarely phenomenon that has been studied from the Political Science.
