Abstract

The right of access to public information is re-quired to guarantee the rights to free­dom of opinion and expression contained in the Human Rights Universal Declara­tion of the United Nations Organization, as well as other declarations of human rights and many Constitutions from vari­ous countries; It is considered an instru­ment to promote citizen participation in public administration that without access to public information, there can be no ef­fective political participation; access to in­formation enables people to examine the actions of his Government and is a neces­sary basis for the informed debate on these actions.

From the adoption and entry into force of the Act on transparency and access to pub­lic information (LTAIP) and the creation of the Institute for access to public informa­tion (IAIP) as guarantor body for the imple­mentation of the law, this right is expressly recognized in our secondary legislation.
