In 2011, the government together with the National Congress approved the Special Development Regions Project, known colloquially as “Charter Cities” which resulted in amendments to the Constitution in Articles 304 and 329 and the creation of the Bylaws of the Special Development Regions. Which has drawn protests from various sectors of Honduran society who oppose the implementation of this model of development considering that undermine the sovereignty of the Republic, and the rights and guarantees established in our constitution
