Abstract

Citizenship as democracy finds obstacles in inequalities, violence and social complexity. While time is wearing out and we still don´t learn the lessons of history, specially the persistence of the causes that in other times led us to war and still are present, the citizenship is the condition that can guarantee democracy, development and a better conviviality.

In Central America, the political crisis in the young democracies in most of the countries of the region and the difficulties in the citizens control on the public administration could only be overcome with a more democratic politic. This means a politic that is constructed from a more meaningful citizenship that is both active and democratic.
