Abstract

The present article turns around the incorporation to the internal law of Agreement 169 of OIT, specifically with regard to the consultation to the original people, as stables article 6 of the related international instrument. The restlessness on it, is based in if its nature is binding or not. Previous to the boarding of this subject, it's a necessity to answer what is a legal system. There were consulted for the effect, fundamentally, works on Latin American history, tie works to the analysis of the legal systems, as well as articles of magazines and newspapers, in addition to electronic information available in the Internet.
