The long process of bidding, awarding and executing the paving and sewerage project in San Salvador began under a government with a unionist and anti-imperialist tendency, that of Doctor Manuel Enrique Araujo; continued under the Meléndez-Quiñones dynasty, a government that in the end, was more consistent to the doctrine of the US dollar and in the first years of Pío Romero Bosque, was finished. This process -about two decades- was overshadowed by a assassination, rumors of corruption between salvadorans, mexicans, english, north americans and alsatians; surrounded by two earthquakes, a flood, a pandemic and the largest indebtedness that in the country had been involved to date.
